Rawane Constantin

Rawane Constantin holds a Bachelor of Science degree in Administrative and Political Science, and a Master’s degree in Political Science, with a concentration in Comparative Politics – Arab World, both from Saint Joseph University of Beirut, Lebanon. She is a qualified researcher, motivated and committed to providing high-quality results that would inform policy and practice. She currently serves as a local Educational Consultant at the Ministry of Education and Higher Education in Lebanon. Her role consists of supporting implementation efforts of process improvement, identifying gaps, and setting priorities, besides monitoring projects on an ongoing basis.

Rawane was also engaged with the Lebanese Association for Democratic Elections (a.k.a. LADE), the official Non-Governmental Organization that aims to optimize the elections process in the country through integrity monitoring. In particular, she was the team leader providing guidance, instruction, and direction to other team members, to successfully observe the 2018 parliamentary elections in designated polling centers in the South Governorate of Lebanon, and document and report any detected violations to the headquarters.

Rawane’s experience also involves working with the National Commission for Lebanese Women (NCLW) on a GIZ-funded project entitled “Empowering Women’s Political Participation at Both National and Local Levels”. As a project officer, she carried out activities covering all the project components along different dimensions based on principles of gender equality, followed up on implementation, as well as assisted the steering committee in its strategic and coordination activities.

Recently, Rawane joined Global-E Consultants as a consultant working on a GIZ-funded project involving the development of curricula on public finance and a training course for NCMDT personnel in Iraq.

Gianluca Nocera is an Italian nationality expert with 23 years of experience in development program management. Educated in Italy and recently in the US as a Business Analyst, he holds a Master’s in Business Administration and a specialization in Project management and Local Economic Development. He specializes in Entrepreneurship Development, TVET reform, Private Sector Development, Business Development Services, Business Incubation, Value Chain Development, and Access to Finance.

He has worked with the International Labour Organization (ILO), UNDP, UNOPS, Italian Ministry of Foreign Affairs, Ugandan Ministry of Local Government; International NGOs, and international consulting companies in the analysis and development of SMEs’ regulatory environment, value chains, and cluster. He started his career as a Local Economic Development Agent at the National Agency for Youth Entrepreneurship and has also worked with various private consulting companies in different development and technical roles. Mr. Nocera has a long record of accomplishments as a Team Leader, Expert, Trainer, and Project Manager.

His approach is based on the acknowledgment that sustainable change is a result of a conducive multi-level governance environment where every actor involved can bring advantages to bear in the achievement of development goals.

In his career, he has designed, implemented, and utilized various methodologies and tools to support economic change by promoting innovation, supporting private sector development, and the TVET system in various countries. Mr. Nocera has a valuable experience in Africa (Angola, Botswana, Mozambique, Uganda, and Zimbabwe), in East Europe (Albania, BiH, Kosovo, Republic of North Macedonia, Montenegro, Serbia, Croatia, and Slovenia), in Asia and the Middle East (Libya, Palestine, and Iraq) in Guyana, United States, and Italy.

Brian Staines has been involved in education and training for the last 30 years of his career delivering training to university students, employers, and management at all levels, and within a variety of organizations. He has managed the Careers Guidance Service at the University of Bristol, where he was responsible for strategic policy for the department as well as directly managing 15 people. He has also extensive experience in international work delivering TVET-related training and advising organizations on future TVET development.

He has designed a range of employability courses as part of an extensive series of training trainers courses. These involved extensive pedagogical guidance to future trainers on the most effective way of teaching as well as employability skills training including teamwork, leadership, effective communication skills, presentation skills, and negotiation skills. His particular expertise is in the development of Effective Careers Education and Guidance Skills where he has trained staff internationally on effective techniques using international best practices. He is also an expert in the field of education employer liaison and the development of effective partnerships designed to enhance overall levels of employability.

Whilst much of his working career has been in the United Kingdom, Brian also has worked in most countries in Europe either directly as a trainer or training consultant. This has primarily involved the design and delivery of courses specifically tailored to the needs of various university and TVET providers, and the development of effective careers guidance systems within them. His most recent consultancies have involved teacher training in Saudi Arabia (2015-2017), managing as a rector at the International Business College in Mitrovica in Kosovo (2017-2018), working with the United Nations in Iraq to train career guidance practitioners at Vocational Education and Training colleges (2018-2019) and the development of careers guidance services in Libya (ongoing since March 2021) as well as working on a large international TVET project in Iraq to develop effective TVET  governance systems (since May 2022).

As a trainer and consultant, he specializes in delivering an interactive style of learning to ensure maximum participation involvement, and inclusivity of all participants, thereby not only making the training extremely effective but an enjoyable experience for all who are involved.

Faten Al-Jdaan has extensive experience in youth, livelihood, mentoring, and training, with more than 7 years of experience in developing sustainable youth-oriented projects in livelihoods, civic engagement, and peacebuilding for various organizations. She has excellent skills in building strong relationships with partners, donors, and senior leadership. One of her notable achievements is leading the “RYSE” consortium program from the Generations for Peace side, working with four non-profit partners in Jordan. The program focuses on “Participation and Civic Engagement of Youth” and involves key stakeholders such as the Ministry of Youth and the Ministry of Education.

Faten has designed a variety of training and courses in civic engagement, employability and livelihood, peacebuilding, and youth as part of a series of training trainers courses. She has not only facilitated training but also played a role in curriculum creation, such as creating a Community Mapping and Needs Assessment Toolkit and an Employability Life Skills Manual. In addition, Faten is an expert in working with private-sector employers and developing partnerships to improve employability.

Throughout her career, Faten has worked in many countries in the Middle East and North Africa region as a research consultant. Some of her recent consulting projects include: conducting a study on the economic situation in Syrian refugee camps in Jordan (2022), completing an end-of-project evaluation for a Cash for a Work project (2022), conducting a School to Work Transition Study focusing on secondary schools in 11 MENA countries as part of a USAID project (2021-2022), and setting up a system and database for YPEER Jordan, a Youth Peer Network (2020-2022).

Faten is a highly skilled Youth and Livelihood Project Manager and Specialist who excels at using an interactive facilitation style to engage and involve all participants in a participatory learning process. This approach not only ensures the effectiveness of the training but also makes it an enjoyable and enriching experience for all involved

For over 33 years, the President & CEO of Global-E Consultants, Victor Eid has been working internationally in the education sector as a consultant, trainer/lecturer, and team leader. The main focus of his work is related to areas of mainstream and TVET, such as Policy and Governance Reform, Curriculum Development, Teacher Training, and TVET & Sustainable Development.

Additionally, Victor has worked in the USA, Europe, MEA, SEA, and Africa in different capacities delivering TVET-related training and advising organizations on future education and TVET development. This has primarily involved the design of mainstream and TVET systems at a national level, and courses specifically tailored to the needs of various TVET providers. This has enabled him to build an extremely comprehensive network of international contacts with employers enabling all education and TVET reform projects and systems in which he is involved to be relevant to the key needs of the labor market. He has also been a keynote speaker at many international conferences where he can share best practice modules and suggest TVET implementation strategies for the audience in line with their specific requirements.

Victor is well accomplished in management and quality advisory tasks in different institutions. He is also familiar with projects in the Macro-, Meso- and Micro levels with broad expertise to meet the labor market needs. He has been exceptionally involved in TVET Quality Assurance, Monitoring, and Evaluation, in addition to delivering interpersonal skills training throughout his career with subjects including Teamwork, Effective Leadership, Presentation skills, and effective communication to a wide variety of international participants.
